The National Security Department of the Hong Kong Police Force issued wanted notices on Friday for 19 individuals involved in subversive organization "Hong Kong Parliament," including wanted fugitives Yuan Gongyi and Ho Leung-mau Victor for suspected of violating the national security law for Hong Kong, the Hong Kong Special Administrative Region government said in a statement.  

The wanted nine individuals such as Yuan, Ho and Fok Ka-chi as well as Choi Ming-da are suspected of organizing an overseas election for the "Hong Kong Parliament" to establish the so-called body. And the 10 other individuals like Chin Po Fun are alleged to have participated in the election for the "Hong Kong Parliament" as candidates and, upon being "elected," took oaths to serve as so-called "members of the Hong Kong Parliament," according to the statement. 

Among those fugitives, Yuan, Ho, Fok and Choi were previously placed on a HK$1 million bounty each for suspected of endangering national security. The Secretary for Security also exercised powers under Article 89 of the Safeguarding National Security Ordinance in June and December 2024 to officially designate Yuen, Fok, and Choi as absconders, and impose applicable restrictions against them.

For the remaining 15 individuals, the police are now offering HK$200,000 bounties for each, appealing to the public to provide any information about their whereabouts or the related cases. The investigation remains ongoing, and more individuals may be added to the wanted list as needed, according to the statement. 

The police said the so-called "Hong Kong Parliament" aims to subvert state power, with goals including promoting "self-determination" and drafting a so-called "Hong Kong Constitution," with the intention of overthrowing or undermining the basic system of the People's Republic of China established by the Constitution, or overthrowing the body of central power of the PRC or HKSAR authorities,with unlawful means. 

These acts are suspected of violating Article 22 of the National Security Law for Hong Kong: the offense of subverting state power. Accordingly, the police applied to the court for arrest warrants and issued wanted notices. The legal basis and key facts for each wanted person are detailed in the annex, according to the statement.

The Office for Safeguarding National Security of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) voiced its support on Friday for the Hong Kong Police Force's lawful and just action in placing 19 individuals bent on destabilizing Hong Kong on a wanted list. The office said the so-called "Hong Kong Parliament" election constitutes a grave violation of the National Security Law for Hong Kong and poses a serious threat to China's sovereignty, security, and development interests. 

The latest move aims to demonstrate the extraterritorial effect of the National Security Law for Hong Kong and to show the Hong Kong authorities' determination to severely punish individuals who challenge China's sovereignty over Hong Kong and undermine its constitutional order, Lau Siu-kai, a consultant from the Chinese Association of Hong Kong and Macao Studies who is also a senior policy advisor, told the Global Times on Friday. 

Given the ongoing efforts of outside forces to create chaos in Hong Kong, the Hong Kong SAR government's actions will serve as a deterrent to such elements, forcing them to rein in their activities and contributing to the maintenance of national security and stability in the city, Lau said.

Willy Fu, a law professor who is also the director of the Chinese Association of Hong Kong & Macao Studies, told the Global Times on Friday that this move strictly follows Article 37 of the National Security Law for Hong Kong, which incorporates the principle of "personal jurisdiction," and Article 38, which demonstrates the extraterritorial application of the law. 

This aligns with the international law principle of "protective jurisdiction," which holds that any sovereign state has the right to exercise judicial authority over acts overseas that threaten its national security, Fu said.
